The normalization C , assuming kk starts at 11, is related to the Riemann zeta function, C=1ζ(α)C=\frac{1}{\zeta(\alpha)}, or the generalized or incomplete zeta function C=1ζ(α,kmin)C=\frac{1}{\zeta(\alpha, k_{min})} if there is a minimum kk over which we normalize.
